I dont think the time to buy is now, unless your a trader. From what I have seen, the market does NOT overreact. To tell you the truth, it ussually underreacts. If a stock falls "too much" and everyone is screaming that this is the buying oportunity of the century, the chances are something is very wrong with the company and the stock will fall 50% more within 3 months or so. Just look at CD as one example.
