I know this is off-the-wall, but it's late Friday and I've had a beer or two:
I was just asked to read the 13G (filed in July and amended, I guess, in August).
Some 8,000,000+ shares picked up by what appear to be French insurance companies, presumably for their annuity funds. (Equitable was also a purchaser, maybe these are subs?):

Anyway, it occurred to me that Alcatel is a French company. I know Alcatel already ships DSL products, but the French-connection just struck me as odd.
Is there any, remote, fit between PAIR and Alcatel? Could the latter entity be using some home-country buyers to pave the way? As I said, I've had a few beers, so don't hold this one against me!
