The West was arming Iran in the early 80's since Iraq was routing Iran at that point. Iran needed spare parts and weapons to fend off Iraq to a stalemate. Would you rather Iraq have captured Iran? The stalemate also contributed to the collapse in the oil prices in the 80's. Both regimes and their supporters in the region were heavily in debt and started exceeding their quotas in order to pay off their debts. Interesting how the Democratic Congress was against supporting opposition to two Soviet client states: Iraq and Nicaragua.
