As a libertarian I would think that you would only want the government to do the most basic tasks - protecting the country from outsiders, protecting the citizens from each other, educating the public, ... The essentials.

If a person wants to be an artist, they can make art. If they want to make a living at making art, they can try to sell their art and if others deem their art to be of good quality, they will make a living making art.

Why does the govt have to be involved?

Given the fact that a limited amont of money will be appropriated for various artists, there will come a point where the govt will have to make a choice between what is good art and what is bad art. Do we want the govt telling us this?
