We may see a sucker's rally on the Chernomyrdin news as some investors
will focus on this event as a way out for Yeltsin and the eventual takeover by somebody regarded by the West as more conciliatory, more experienced and with a wider support base amongst the oligarchy than the inexperienced and candid Kiriyenko. A wide base government with some communist involvement is also a possibility, thus lessening fears
of severe political instability This does not change the overall bleak economic reality, however. As of true reform, this is dead with Chubais, Nemtsov and Kiriyenko on their way out.
