Dave, IMHO, three things, first and foremost, forget the precursor.
Second, the new lines are currently operating at a small fraction of capacity, i.e. still very early on the learning curve. Since they have never run St. Louis at anything near capacity, I don't know why one would expect they will do better in Abilene.
Finally, the market is simply oversaturated with large tow carbon fiber and milled products made from it. Unless you have a unique product and a better story, it is going to be a tough four years. That's my estimation of how long the current down turn will last.
