For once in our lives, Newt and I were reading from the same page.

Could be for different reasons, though. Perhaps Newt is not calling for impeachment proceedings because:

1. There are plenty of other prominent politicians already doing that;

2. He himself is a high-profile target and is likely to attract more criticism if he does call for impeachment;

3. He'd rather deal with a weakened Clinton than with Gore for the next 18 months (the devil you know, etc.);

4. He knows that Starr's report will be the lever needed to remove Clinton from office, and to start the process prematurely would be counterproductive;

5. It makes him seem like a nicer and fairer guy;

6. He just wants to savor the moment.

Seems to me that if your political enemy is in a world of hurt, you can do two things: you can kick him while he's down (runs the risk of making you look like a bad guy) or you can stand aside and watch him struggle (saves energy and deflects attention away from you).
