If you bomb a factory that is actually manufacturing finished product, you run the very real risk of vaporizing the nerve gas and having it spread to the surrounding population. Fo that, and the US is responsible for "using" nerve gas on a civilian (or any other) population. Hit the pre-cursors, and there is little or no risk of nerve gas poisoning to the general population.
