One thing you should note about Newt's speech is that it was not simply a "let's guage things and wait" speech, it was a "put all your cards on the table, Mr. Starr" speech. That undoubtedly turns the heat up on the IC and puts the onus on the House Committee to not vote this out unless it has the goods on more than just the Lewinsky matter. Quoth Newt: "There's a high value of stability in our system. I don't like the idea of changing who the President is capriciously. It's very hard to pick a President. It's very expensive. It takes an enormous amount of the nation's energy, and once the the nation has made that choice . . . there should be an overswhelming presumption that they serve out their term.
