If you bomb a factory that is actually manufacturing finished product, you run the very real risk of vaporizing the nerve gas and having it spread to the surrounding population. Fo that, and the US is responsible for "using" nerve gas on a civilian (or any other) population. Hit the pre-cursors, and there is little or no risk of nerve gas poisoning to the general population.

That's ludicrous. During the Persian Gulf war, the US routinely bombed Iraq's suspected nuclear, chemical and biological warfare facilities and, in the process, was running the risk of contaminating not just Iraq but the whole region (including Muslim holy sites).

If we take Clinton's words at face value, bin Laden has a nerve gas factory that the Clinton administration has knowingly allowed him to operate.
