Mark, there are "rules" and there are "exceptions", as a rule, the free market will determine where we go because we have millions of people each looking at a new opportunity. Unfortunately, this often results in some degree of mediocrity (look at our mainstream TV, and movies, it is rare that they produce something I would want to see more than once, if that) since marketeers try to address as large (and thus the lower denominator)a market. But it works.
Government has a place as well in supporting "ideas out of the box", unfortunately, a lot of these public funds are also tied to "politics" (take the Texan Superconducting Supercollider, now defunct project), but "c'est la vie" as well.
