US wants oil embargo if Libya withholds hostages biz.yahoo.com I'd put the chances of Muammar Gaddafi handing over a couple of terrorists to stand trial at about slim to none. The question would be if and when an embargo would go into effect. Libya produces about 1.45 million barrels/day. Best of luck, Steve
