I really wish there was a way of lawfully betting on the President not leaving office before his term his up. I would get such long odds from the bookmakers, and I could just cash in my wagers on Inauguration Day in the Year 2001. This POTUS, first of all, has no quit in him. Resigning would ensure his disgrace in history. He has only the slightest possibility of recovering his place in history as a great, if personally flawed President, but he must remain in office to do it. Second, there is no way the Congress wins an all-out war with him on impeachment. The Congress is a body of conflicting egos and personalities, like little nations unto themselves. Rarely can they act collectively to attack a common target. They're like the Iraqi's Russian-made tanks trying to do battle with US Combat Helicopters circling around them. No agility to speak of. Besides, the Democrats have the votes to block impeachment in the Senate and unless the political tides turn a lot in the next few months (and a bombshell is dropped by Starr), the Democrats will block impeachment. (The Republicans, assuming they are honest brokers, would never even force a vote unless they were assured of near unanimity in both the House and the Senate on impeachment. Not even Republicans could stomach the picture of an Impeachment vote breaking down on partisan lines). In fact, I think that the best the GOP can do is to let this President survive; going full bore on him will get them killed politically, and will set up a huge Democratic comeback in '00.
