The Bottom Line, dave g, is that you Don't Go on TV and wag your finger and say you "want to be firm about it", and baldly lie to the whole of the American people, And allow your wife to publicly implicate herself and her own credibility in your own sorry lie about your own sorry illicit sexual infidelities, And expect that you can Go Again on TV and simply say you "regret" (regret what, except getting caught?) it, and expect that Everyone in the USA will wholeheartedly say "oh who cares if you committed a felony, because you were lying about sex!"
No, I'm sorry but The Law doesn't make exceptions for perjury about sex, and besides, I don't believe that Bill Clinton is sorry about a Thing except that he was Driven into a Corner by the evidence, and Had No Choice except to admit that he really does have a Marvelous Capacity for Deceit.
And Furthermore, if it was Unacceptable for Nixon to go on TV and say "I am Not a Crook", when it was later proved that he was implicated in Obstruction of Justice charges, then Why should it now be Acceptable for Clinton to lie? Because he lied, Perjured, and possibly Obstructed Justice about taking blow jobs and who knows what else from a 21 year-old employee in a small room off the Oval Office?
