The main thing that started the deepwater boom in the gulf was tax incentives. They've done it in the past, and could extend the tax breaks further without much problem. Richarson's support of the strategic reserve build up is not to help big oil, but for national security reasons. I think, given the present terrorist situation, it would be difficult for a congressman to oppose it because it may help oil companies. The main factor favoring passage is the the Chairman of the Appropriations committee is Bob Livingston from La. Any chairman of that committee who could not push through such a measure is comatose, and would be dead in the next election.
