**OT** Russell 2000.

Clearly the Russell 2000 is in and has been in a bear market. The consensus seems to be that there is no reason to buy the small stocks since they can't go up until the big caps do so why even bother buying them. This logic keeps concentrating more and more money in an ever smaller group of stocks. (The new nifty fifty) It might take some time, but almost certainly the higher returns will be in the smaller caps.
