How exactly does one "get rid of" the defecit?

Correct me if I'm wrong, but the balanced budget that the Republicans and Democrats were trying to take credit for actually resulted in less of a budget surplus than if no law was passed.

I thought that the deficit was balanced because our corporations are making a lot of money and paying a lot of taxes.
