There are always degrees of military action, probably have been since the earliest days but certainly since the Civil War and Sherman's march brought war specifically to civilian populations. What I have objected to is BC's position that he doesn't care a rat's rear end about the common people of Sudan and Afganistan. If you stop caring about innocent people, you stop being human. Being human means you may have to accept some deaths of innocent people because of military necessity (which is a separate debate on the Sudan factory!), but that you have compassion for the people caught, by no fault of their own, in the clash of the armies of the ignorant that move by night, and that you know that when the bell tolls their death it also tolls for all of us.
