Your opinion about small cap is very true indeed. In the early 1990's many of the small cap which had outperformed the big caps were tech firms. Some of them became much much bigger later on. Such as Cisco, Altera,Mcafee, etc. All a part of the so called tech revolution.
Unfortunately, many of today's small caps have much dimmer future prospects. Some of them are merely bull market by-products with very weak fundamentals and dubious business plans. Internet stocks, industry consolidators, etc.
