While I know that it is not condoned at this time, I believe that assassination of the terrorist leaders would be the cheapest and most efficient way to carry out our mission to slow down or stop these terrorist attacks. When you cut off a snake's head you destroy his effectiveness. When another snake is discovered, you cut off his head also. Eventually you are going to thin out the snake population. Of course I realize that all of this would make our leaders nervous because of a fear of personal retaliation, but I like the idea anyway.
