It's at 14,309, although it's much easier to see on a longer-term chart. This one shows up to 1997:

Check it out:
- A crash from almost 39,000 in 1990 to 14,309 in 1992.
- Then came a dead cat bounce for a few years (to just about 21,000) followed by a successful retest in the mid-14,000's in 1995.
- Then came three years in a trading range of 17,000 to 22,700. This was followed by the series of three successful retests of the benchmark low in January, June, and August of 1998.

Thus, my answer to your question is 14,309 - a major triple bottom over a period of eight years.
