Michael,
The market momentum is funded by 401K's, pension funds, IRA's, banks, and companies investing temporary funds. Most large companies have enough cash sitting around to need a investment manager to work the market for gains. There is no comparison to the Canada exchanges, Canada doesn't have an equivilent SEC regulator. Our SEC isn't perfect but it works well enough. Shorting opportunities have always existed and will continue. Shorting isn't restricted to fraud stocks like those talked about here on these threads. Many cylical stocks like the Dow 30 have opportunities for the short player. Recent example is MO which has now turned the corner and its time to cover and go long. Many stocks are volatile enough to allow either a long position or a short position at all times rather than be on the sidelines. PFE is one of these but it takes a lot of money to play. One firm I know has a trader that only trades YHOO, long and/or short every day. The opportunity to go long or short will always exist.
