Cavalry, that's just not credible. Those governments don't work that way - a hundred years ago they did, but they don't any more, not in general anyway. And they never did hand over monopoly concessions to little pissant OTC-BB outfits. Cash talks there.

I'd be very surprised if this had any truth to it at all, I think someone has misled you on this point. Perhaps you could ask them for some proof? Or failing that, a 'clarification'?
