It's as almost they need, heaven forbid, a WAR to get the country going and focused.

That's what Hitler used, so it definitely has an historical precedent.

Actually, John Rosser pointed it out. What the Russian economy really needs is a very strong benevolent dictator. As we all know, the obvious danger is selecting the "benevolent" one, and assuring that he and his successors remain benevolent. But IMO it would take an extremely strong, leader with massive popular support to even begin to make inroads on the crime problem there. And he certainly couldn't do it with jail sentences... Moreover, with today's weaponry, which is easily available in Russia for a price, he would most likely end up rather quickly a martyr.

I see only two other possible solutions:
1. A tremendously strong grass roots revolt/movement against the criminal element (No, I don't know where one would come from); or
2. for one of the mafia bosses to establish himself as a supreme capo under the current system (or even a coalition of bosses select a leader). This solution seems to me to be most probable, simply because the current chaos will seriously impair the cash inflows. In order to restore those inflows, it will be necessary to restore some economic order. IMO, that is what is happening, now.
