Stepper (and/or scanner) is the most common name for the newer generations of "camera" that perform the photolithography exposure on a silicon wafer. The wafer is like film, covered with photosensitive material, and is then etched, layers of transistors and connections applied, etc.

Anyway, all of these hundreds of steps (lots of layers on the chip) are called "front end" which is actually making the chip. Most testing is done after and might be done in a different location, although some is done in process.
