It looks to me like Cisco is going to be offering affordable hardware that will make it easier for small firms to install intranets, specifically intranets based on the http format, which means Open Text among others. I see the Cisco announcement as beneficial to Open Text, unless I have misread what's in the release. Cisco doesn't appear to be selling the software involved.
