tippet....I think that the Mafia should be round up put on trial and those found guilty...imprisoned ...remember Siberia...put it to use. Tax collection should be revamped and the people have to be paid. To be honest ...GRIM would rather die and burn in hell than vote communist but I think here is a case where a much more Militant and or Socialist system would help out and save the people. No more aid should be sent unless a complete plan is put forth...basically they have to do the most basic of things ...Develop a Solid Business Plan.
