'And around and around we go with the dilemma. However, like it or not, good or bad, that awareness level (good) will
come sooner or later and with it the stampede effect (bad) and the tolerance of service drops necessary to put all
resources into fixing this problem (good). With that threshold level of public awareness (good) and panic (bad) will
come a demand for high level centralized government control (bad) even so far more people will take things seriously
and do what they can to be personally prepared(good).

Why is this important to understand? Because when knowledgeable spokesmen and leaders give their dire facts and
figures and yet come to mild conclusions you need to understand the pressures they are under. They are trying to bring
the nation to a peak of concern that does not result in a stampede. As you can see, their job is cut out for them. With
this in mind you are in a position to evaluate their information and conclusions.
