Actually, it does matter in that he's doing it in the office and with an intern/trainee. And since he engaged other officials to propagate his lies and to help him in his coverup, especially his secretary. He used his secretary as a surrogate to handle gifts and to sign her in and out to cover up well before this was an issue. Let him hire pimps using his own money.
