OT I just want a computer that works properly
Sometimes the CD (media) is way out of balance and this makes the CROM drive rattle. The machine should have some power management features in the bios with which you can get the CDROM and/or HardDrive to power down after awhile. If it still rattles afterwords I would suspect the fan. I once got a computer that had an extra washer sitting on the bottom of the case and rattled. Dell machines don't use washers but there could be a bit of packing material or something in the case.
