I think it is significant that even as far back as the early part of this decade, the actual shipped product DID NOT have the purported hooks. Someone, somewhere in the food chain must have decided not to let it go out that way.

As always, we're speculating without the full story. In any case--

I remember when the beta was out. There was a big public stink over the error messages. Microsoft would not have gotten away with shipping those warnings.

The beta error messages themselves damaged the reputation of Dr. Dos. So we have Microsoft hurting Dr. Dos's reputation and emails evidencing intent. Not good from a Sherman Act perspective.

If I stab you with a knife, I don't get credit for not pulling out my machine gun and finishing the job.
