The IBM situation is clearly different than JMAR's and there is little doubt that it will succeed. IBM has the markets and the products. Their XRL will be going into their own products so they already have an outlet. IBM will also be producing chips for others as well.

The above is probably true. However, you also said:

JMAR will be doing neither of those things.

WRONG! This is misleading. JMAR's XRL could certainly go into their own products. It MOST certainly could also go into chips that the govt. needs for fighter planes, which I explained earlier.

You imply by the above statement that JMAR is trying to produce something (XRL) which has NO market in it's own products, or has no known prospects for other customers. Again - let me remind you that the U.S. Govt. is financing JMAR's development of XRL, and they would not be doing this if they didn't intend to make use of it - IF it is successful, of course. The govt. has committed many millions of dollars to this project, and I'm sure they did their due diligence.
I think it's safe to say that the govt. is VERY interested in what JMAR is doing, regarding XRL, and could certainly be considered a potential customer.
