The only thing I've heard about building infrastructure in Latin America has been about delays and lack of funding. I suppose it isn't different in other places either. When we travel to the Far East, we like to travel light. We usually get caught short-handed on even the simplist of tools and materials. Their rather short on local hardware stores, lumberyards, and electrical supply shops.
