I guess we'll just have to disagree on the overclocking issue.

The chip inside is made from the same batches as the 450+ pentiums and so is designed to run fast. I do not think intel would detune the line to make a few slow ones. I think they are all fast.

While I'll agree that the C-A-300s are underclocked as rated they are not made from the same batches as the P-IIs. They use the same CPU core but the C-As have cache on the same silicon ("on-die cache") which means they must be made separately, unless they saw off the cache of C-As that fail test and sell them as P-IIs ;-).
