Has there ever been a bear market while interest rates were dropping?

'29,'73,'87 rates were rising.......

IF DELL P/E goes to 20 (Worst case), next year it should be at 80.

Can DELL P/E go to 20?

When the market drops like this, should one buy weak stocks or DELL, CSCO, MSFT, WPI, WLA, EMC,LLY,LU,CSC?

Any thoughts? We are having a small bear market here, down 80% in dollars for the year, MSFT lost today twice our current market cap (for the whole market) so we know what a bear feels like, I am not sure it helps. At least here it is clear that we have a bear because of the economic/political outlook, I dont see that in the US (except for the fear of commies coming back to the good old USSR)
