There should be a concerted effort by Rubin, by Greenspan, by Somer, by Gore, by other officials ( i.e. representatives and Senators). and by key European official to reassure the market with reality-testing ( low inflation, healthy banking system -at least here in the US, highly competitive and efficient companies, close to full employment, stable political systems with only a minimum amount of corruption -unlike Indonesia, Russia, Korea).........Confidence is the key here. If we have a general confidence that things will recover in the future ( even slowly), we will hold on to our stocks and buy more. If we fall pray to the panic and fear, we will sell out our positions and help drive the market down even further. An immediate campaign to resurrect confidence or to prevent nation-wide skepticism and distrust must begin immediately. Additionally, interest rates must be lowered without delay ( The fed is fighting an old battle. The new battle is an economic meltdown).
