I'm not so sure about that. There was some mention of the SEC needing to review the renegotiated terms of the merger. If this is true, and we all know how slow the wheels of government can turn at times, then the new time frame might be just about right. If players deem this to be the case then there is no reason why the stock of either company needs to languish. These are both good companies and there is tremendous interest in this merger, it only takes one look at the volume in recent weeks to verify that. I don't think a "reasonable" time frame to work out the kinks will have a negative effect.
