Of course that IBM ad was not targeted to Africans since they don't have TV. I've seen lots of billboards in the cities for companies like IBM but that really isn't efficient IMO. I suppose the best way is to seed the towns with computers. There are a few preliminary attempts at satellite and wireless systems but I don't have any direct knowledge of them but I would guess the thing to do is to partner with them in the seeding of computers.
