They announce the buybacks because they have to. Any such action will be the subject of a filing and needs to be disclosed in a timely fashion.

In addition, they want people to know because they want the stock up. Management gets paid partially with options and the stock is a currency they can use for other purposes.

But the point is they do it for company reasons. Not because they are helping the administration manipulate equity prices, as the the thread header suggest.
