Carl, I don't think the paper understands the game. The futures are based on the short-term debts rates and the underlyings. In theory it should be the same by buying the underlying with borrowed money and holding till the expiration of the futures as the current futures. It is especially true for financial futures. If you buy the underlying and short the futures at the same time, the market will not go anywhere. No everything works here works in China. You have to understand China first before judging them.
