CGarcia...UN money not US... Okay...it's less, but still some is yours. I didn't say how much. Is it easy to build more weapons? Maybe, but not as easy as using available ones. Would a country trying to survive economically, tied to the West, endanger their relationships? Would a solid Russian economy down the road help you personally? Would available nuclear weapons distributed around the world hurt your portfolio indirectly. I do not know the answers to any of these. Weigh the pluses and minuses. My suggestion was to find a solution to two problems. Maybe you have better ones. I believe we would both like to arrive at the same goal. I'm sure Richardson, Cohen, and Albright are not reading this thread. Loki
