Washington Update --

Yesterday's Y2K legislation negotiation session on Capitol Hill has evolved into yet another round, underway as I type. If all goes well -- and that's still a huge if -- there could be a Hatch/Leahy bill as early as this evening. Best case scenario, granted. More likely, a bill will be dropped next week. Finally, if the bill substantially addresses everyone's concerns (i.e., no one is 100 percent happy ggg), then the House may simply adopt it as a substitute and we can avoid a conference. IF...
