Don't be surprised if the Rwandans tries to delay the talks by acting on ground on the eastern front. I must admit that I prefer some 5-6 000 Angolan/Zimbabwian troops in the east so that negotiation worth the word can get started. Let's give that process two weeks. But the telegram shows the trend for the future: Peace, a more stable gov than before the war because of the collective regional security and national elections. The collective regional security might also have narrowed the sphere for Mr Kabila's policy making. That we do not know, yet.
