No need to concede anything Michelle. Her name was Jennifer Fitzgerald and she was a White House aide who was conveniently taken on foreign trips and was always strategically placed near GHWB. This was all well known to the media and the Dukakis campaign. There was a long internal discussion within NBC and the Dukakis campaign over whether this was beyond the pale to report. NBC decided at one point to go with the story because it was public money going to support the VP's private pleasure. Then higher ups within NBC nixed it. A Dukakis aide said aloud that she thought there was a double standard (because Bush aides had leaked info that Kitty Dukakis had suffered from clinical depression and it was reported) but Dukakis rebuked this spokesperson for trying to drop a dime on Bush's affaires de coeur. So while I agree that this was not something appropriate to go after GWHB over, nor do I think it is a "bald-faced lie."
