Cisneros paid his former lover hush money from his own pocket to save his political skin after she threatened to go to the press. Nothing illegal yet (in fact, there is a good case to be made that he was being blackmailed). However, when he was questioned by the WH during the confirmation process, he said he did pay this woman, but misrepresented how much he paid her. Reno named an IC, and he resigned. They're still investigating him for obstruction of justice.
