Drawing it for seven months has the effect of de-sensitizing people to the subject, especially with the short attention span of mass media. The Republicans, for their part, know they need only wait for the report. They are letting the Democrats and their constituents raise the issue since the Democrats are seeing the scandal erode their hold on Congress.

As for the apology, "I'm sorry about it" is not a direct apology to the people who were impacted by it. It is an apology to himself.
