The law governing the long term capital gains holding period was changed a couple months back when Clinton signed the IRS reform bill. There used to be the 12 and 18 month holding periods, now it's back to just the 12 month. As for lower rates, Gingrich has been making noises about it, but from what I read it is not really in the cards over the short term. Might also depend on what happens to Clinton and the Congressional elections. Would be nice if it did occur someday...
