many high profile bank mergers are beset by this kind of CRA-related pressure, and most survive it.

I'd be extremely surprised to see any real difficulty for the merger emerge from the public hearing.

Generally the merged bank makes a new commitment to provide loans to the supposedly aggrieved party and the merger goes forward without any impact. Posted in the interest of full disclosure, not endorsement.
