The eastern front seems to have an escalating war situation on hand. The alliance will now probably cut lines, isolate groups and smash one or to strongholds. The "rebel"/Rwandan talk about consolidation and march to the south is nothing but talk.
At the present stage I think that one of the most important battles are fought in US: Will the envoy‚ from DRC gov convince the US administration to stop the support to the Rwandan gov? If he does this war will be finished soon.
About "after the victory":
1. The war pushes the nationalization of the country forwards. Maybe there will be a possibility to get taxes from the east after the war. Through the weak army Kinshasa might strengthen it's control of the country. It seems important to build up civil regional structures that can be used/accepted from both the local population and the central government.
2. Such a democratic implementation should prevent a rule such as that of the Roman Empire where the Patronus were depending on some special Clients. If this "Clients" were relatives, or something else hidden behind e g ideology, shouldn't matter.

3. If this process starts up Kabila is just the man who made the whole thing possible, but not necessarily the solution for the future. Election in the summer of -99 along with a border solution and some Tanzanian / South African troops to make that function will make the marxist history of Kabila to pale away.
