"Then he goes to Germany and gets $25M in grants and low interest loans to wire up their Eastern provinces" Sorry to burst your bubble,(LOL) but DGIV has been pre-approved for a 50mill DM grant or 28.9 mill US dollar grant and a low interest rate loan by the German State Government of Brandenburg . The exchange rates may have changed in our favor! Hope the winds are in your favor as you sail on the sea this w/e.
